Omaxe Builder is Loan emi deduction started violating tripartite agreement

We had bought a flat in The lake Omaxe property at new chandigarh. There was tripartite agreement done 3 years back that emi will start after offer for possession .Property is not built yet but bank has started deducting emi from my account.
